Convenient short term memory.

It collapsed with incredible speed, and in a dozen countries at once. The nuclear threat suddenly was no more. And then? A few short months of joyful relief swept over the world (while some bemoaned the death of the earthly Utopia, of the Socialist Paradise on earth). It passed, but somehow the planet did not grow calmer; it seems instead that with a greater frequency something flares up here or explodes there, even scraping together enough UN forces for peacekeeping has become no easy task."
